Brief History of the National Bar Association Judicial Council

In 1971 the National Judicial Council was formed as a division of the National Bar Association (NBA) which is the oldest legal organization that represents the interest of attorneys of color. Judicial Council members include Federal, State and local Judges as well as quasi-judicial persons of color throughout the Americas and Canada as well as throughout the Caribbean.

In the summer of 1995 a Philadelphia Common Pleas Court Judge, Gregory Smith, wrote a letter to a group of "Judges of Color" requesting that they meet to discuss "issues of mutual concern." After a series of meetings it was agreed that a Philadelphia Chapter of the NBA Judicial Council should be formed.

In 2002 the Philadelphia Chapter proposed a resolution to name the organization after Federal Judge Clifford Scott Green, of the United States District Court for the Eastern District of Pennsylvania. Judge Green accepted the honor and a resolution was passed naming the Philadelphia Chapter of the NBA Judicial Council "The Clifford Scott Green" Chapter.

Judge of the Philadelphia Court of Common Pleas since 1996, and is currently presiding in the civil division. Former Chair of the Scott Green Chapter of the NBA Judicial Council and former President of PA Chapter of State Trial Judges (PCSTJ).

Advice to the youth: "Trust in the Lord with all thine heart; and lean not unto thine own understanding. In all thy ways acknowledge Him, and He shall direct thy paths."
